Crystal L. Hill is the superintendent of Charlotte-Mecklenburg Schools. Hill was appointed interim superintendent in January 2023 and as full superintendent in May 2023. Hill's previous career experience includes working in the district as the chief of staff.[1]

Past superintendents

  • Earnest Winston was the superintendent of Charlotte-Mecklenburg Schools from August 2, 2019 until 2022. Winston's previous career experience includes working as a local newspaper reporter, an English teacher, and the district's external communications supervisor.[2]
  • Clayton Wilcox was the superintendent of Charlotte-Mecklenburg Schools from 2017 to 2019. Wilcox's previous career experience included working as the superintendent of Washington County Public Schools in Maryland.[3]
  • Ann Clark was the superintendent of Charlotte-Mecklenburg Schools from 2015 to 2017. Clark's previous career experience included working in the district as a teacher, principal, and assistant principal.[4][5]

School board

The Charlotte-Mecklenburg Schools Board of Education consists of nine members elected to four-year terms. Three members are elected at large and six members are elected by district.[6]

Members of the Charlotte-Mecklenburg Schools board of education are elected to four-year terms. Elections are held on the first Tuesday after the first Monday in November of odd-numbered years.

Six seats on the board are up for general election on November 4, 2025.

Public participation in board meetings

The Charlotte-Mecklenburg Board of Education maintains the following policy on public testimony during board meetings:[7]

Public Participation in Board Meetings
  1. Requests from the Public:
    1. At least once per month at a regular board meeting, the Board will afford members of the public an opportunity to address the Board.
    2. To be eligible to speak, speakers must register with the Board Clerk using one of the following methods:
      1. By telephone, no later than 12:00 pm on the day of the meeting;
      2. By email no later than 12:00 pm on the day of the meeting; or
      3. In-person at the meeting, no later than fifteen (15) minutes prior to the announced starting time of the meeting.
    3. Speakers will have up to three (3) minutes to address the Board. The actual time afforded to each speaker may be reduced by the Board Chair based on number of speakers or the length of the Board’s agenda.
    4. Speakers may address any topic of their choice, provided that personal or individual matters may not be discusse[d]
    5. No personal or individual matters may be discussed.
    6. No personal attacks on any individual are permitted.
    7. No profane or similarly inappropriate language is permitted to be used.
  2. Public Hearings
    1. Public hearings are designated opportunities set aside by the Board to hear from members of the public about a specific topic (e.g. – a new Board policy).

Academic performance

Each year, state and local education agencies use tests and other standards to assess student proficiency.
